    Mayor Cherie Wood addressed the final Homeless Site Selection Committee today, but was not asked to do so until after their final vote to place the facility in South Salt Lake. Her remarks are below:

    Mayor Wood’s Remarks to the Homeless Site Selection Committee April 10, 2017

    As Mayor of South Salt Lake – a city with the highest refugee population in the state and several facilities for homeless and struggling populations -- we understand the homeless crisis is an important issue that requires a compassionate solution.

    But this is our last plea -- to make sure you understand the irreversible impacts this homeless shelter could have in South Salt Lake. 

    On Friday, March 31, we were informed that Mayor McAdams had chosen the 3380 South 1000 West site as the preferred site for the shelter.  That evening nearly 200 South Salt Lake residents gathered for a neighborhood meeting to learn more about the issue and to provide input. Residents were kind and respectful.  They talked about the importance of looking out for each other.  But they were also united in their view that South Salt Lake is NOT the right place for this facility.

    I want to share with you some of their concerns:

    1. The proposed location at 3380 South 1000 West sits on the Jordan River Parkway trail – a trail used by moms with strollers, cyclists and kids every day.  It is home for six families who have lived there for decades.  And it is adjacent to our new Riverfront community that is essential to the neighborhood improvement we have been working towards for years. There is also a planned elementary school for the area, which we fear may be taken off the table. In terms of a resource for the homeless community, there are no nearby grocery stores or services, and it is approximately 48 minutes to downtown services via a bus ride and a transfer on TRAX.
    2. The site selection process was too rushed, and we feel, less than fair. Just one month ago, on March 10, we learned that two proposed homeless shelter sites were located in South Salt Lake. A week later, I attended a meeting to discuss the two sites and left with two new potential sites to address. A week later two new sites were proposed by Draper City, only to have them removed from the list due to resident outrage.  Developers and land-owners were being contacted before our city council and staff were notified. While there were several “open houses”, there was only one meeting where public comment was heard.  And a final open house was added at the last minute and changed location twice that day – with minimal public notice. New information seemed to come in every day – a sign to me that given the proper amount of time and attention, a more ideal site could be found.
    3. Finally, as one of the smallest cities in the County, we are already overburdened with regional and county services that our residents are forced to subsidize with our police and fire services, our public utilities and other city services.  These include: two county jails; two  juvenile detention centers; an 84-bed  facility for the chronically homeless; a regional sewer treatment plant; a solid waste transfer facility and many more.

    I’ve said it before and I’ll say it again.  South Salt Lake has all of the facilities that no one wants and none of the County facilities that everyone wants.  No county recreation center.  No nice new parks.  No new libraries.  It is simply not fair.

    South Salt Lake is working hard to improve our City.  We are leveraging transit investment to create mixed-use commercial and residential centers.  We have committed significant resources to neighborhood stabilization, housing opportunities and revitalization.  We have changed our land uses near the Jordan River to promote quality housing and excellent mixed-use neighborhoods.  And we have allocated resources and time to after-school programs that are seeing remarkable results.  We are not willing to hinder the success that we are finally seeing.

    Today, I speak for all South Salt Lake residents, businesses and partners to once again express to you that South Salt Lake is NOT the right choice for a homeless shelter.    We deserve more and the homeless deserve more.

    One final thought about my city. If there is a community that has the compassion and care needed to help solve tough issues, it is South Salt Lake. We are a city on the move and we will not be slowed down; we have worked too hard.

    This project will be a FEDERALLY FINANCED COMMUNITY DEVELOPMENT PROJECT.  All rules and regulations governing such projects will be applicable.  The contract is to be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids.  Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act.

    Also, work to be completed under this project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, the purpose of which is to ensure employment and other economic opportunities generated by HUD-assisted projects shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

    The Mayor and City Council understand the difficulty of selecting a site for the homeless shelter, but we become more and more discouraged by the process. We have said all along that with sufficient time, we could work with our neighboring cities and suggest sites that might work for all. We would have loved the opportunity that Draper had to first: choose a site they thought was suitable for a particular population; and second, to simply take it off the table. We stand with West Valley Mayor Bigelow in our demand that the County stop its painfully flawed homeless shelter site selection process immediately.

    UPDATE FROM MAYOR WOOD

    There was an important announcement made today by Mayor McAdams and Salt Lake County in regards to the homeless shelter site. Two new potential locations have been identified in Draper City and they both look like credible options for the homeless shelter. While a final decision has not been made, this could be good news for the residents of South Salt Lake, West Valley City and the homeless community.
     
    I want you all to know that your voices are truly making a difference. I know that South Salt Lake residents and businesses are empathetic to the plight of the homeless, but we have felt targeted by the fast-moving decision-making process that didn’t give us any control.
     
    In addition, we have been working so hard to change the face of South Salt Lake and the proposed sites were in direct conflict with those plans. By attending the open houses, public meeting and fighting for our city, we may have changed the course of conversation on this issue.
     
    I appreciate Mayor Troy Walker and the City of Draper for coming forward with two potential sites. We have said all along that given the time and opportunity, any City could make a good recommendation for a homeless shelter site. We will continue to stay involved with this process and encourage you all to do the same until a final decision is made.

    Mayor Cherie Wood and the City Council stood side by side at a press conference held prior to the Public Open House at the Utah Cultural Celebration Center last night. Mayor Wood stated:

    We have new information that emphasizes the fact that the homeless site selection process is less than fair, and less than transparent.

    In a meeting to discuss the two South Salt Lake homeless sites with Mayor McAdams yesterday, I was told that TWO MORE South Salt Lake sites are now on the table.  Our city knew nothing about these locations and our residents have not had the opportunity to learn about them through this process.

    To make matters worse, a developer contacted our City this morning and was told that one of the parcels was the “number one” site for the shelter.   His offer to buy the property was being turned down by the property owner who is eager to cut a deal with the County.  Other residents have been calling today to report County staffers taking pictures of the properties and knocking on their doors for information.

    What is the point of public meetings and a site evaluation committee if a site has been chosen behind closed doors??

    We are forced to vehemently oppose a homeless shelter in our small community for three reasons:

    As one of the smallest cities in the County, we are already overburdened with regional and county services that our residents are forced to subsidize.  These include:

    • Two county jails
    • Two  juvenile detention centers
    • An 88-bed  facility for the chronically  homeless
    • A  regional sewer treatment plant
    • A solid waste transfer facility

    South Salt Lake has all of the facilities that no one wants and none of the County facilities that everyone wants.  No county recreation center.  No nice new parks.  No new libraries.  It is simply not fair.

    What’s more, our revenue streams have been reduced. A significant portion of our sales tax was taken away by the state legislature.  By placing a homeless facility here, the state is further reducing our potential revenue streams. The facilities I just mentioned, do not pay property tax but require our services. Our residents will be forced to further subsidize these State and County facilities with nothing in return.

    Lastly, there is NO guarantee that this model for a homeless shelter will work.  We have no confidence that a new location will solve this problem.  As our West Valley neighbors have pointed out, the timeline is too rushed, the process not transparent enough and there is NO funding arrangement in place to offset the area impacts.

    We cannot fight the fight that a bigger city with five or 10 times the resources can fight.  We are a small city.  But we stand together - proudly and defiantly to say that we can no longer be the City that gets all of the unwanted government facilities.  We deserve more.  And we will fight to get more.

    Letter from Mayor Wood re: Potential Homeless Sites

    Dear South Salt Lake Residents and Friends,

    I am as dismayed as you are to hear that Salt Lake County was considering our South Salt Lake community as the future home of a 300-bed homeless shelter—all part of the plan to replace the Rio Grande neighborhood shelter in Salt Lake City. While we all know that there needs to be a compassionate and effective solution put into place for homeless individuals throughout the Salt Lake Valley, I am steadfast in the belief that South Salt Lake is not the best fit for a new shelter.

    Despite being the second smallest city in the county, we bear the social responsibility of several other residential resources for homeless residents—Grace Mary Manor, Christmas Box House and the Salt Lake County Homeless Youth Walk-In Center are all located within our boundaries.  In addition to providing these important resources within city boundaries, South Salt Lake is also the home to two Salt Lake County detention centers—Oxbow Jail and Metro Jail—and the Salt Lake County Division of Youth Services and the Juvenile Justice Center.

    We are proud to carry our fair share of the civic responsibility load, but it's important to note that none of the above sites are subject to property taxes, yet they do depend on our public services—and South Salt Lake already has a much smaller tax base than West Valley City, which is the only other city in the county to host proposed sites. To put it simply: South Salt Lake does not have the resources to support the wide range of services required for such a large shelter.

    Finally, and most importantly, I do not believe that these proposed sites are in the best interest of the South Salt Lake community. The proposed Main Street site is only a few blocks from an elementary school, a junior high school, Head Start and a South Salt Lake Community Center that hosts an after school program. While the proposed 3300 South site is located farther away from schools, I believe it is too far away from grocery stores, accessible transit, jobs, healthcare and other resources to be beneficial for residents of the shelter. It is, however, located two blocks from the County Metro Jail, making the possibility of an uptick of criminal activity very likely.

    I am eager to be included in any discussion with Salt Lake County Ben McAdams and others about the best way to serve Salt Lake County's homeless population—but I will never support a shelter in South Salt Lake for the reasons outlined above.  I want you to know that I have heard you, South Salt Lake, as you have called my office to express your feelings about this new shelter proposal and the now-abandoned Sugarhouse site.

    I need your help. Salt Lake County is accepting public input on these shelters, and it's essential that South Salt Lake residents stand up to be heard—and quickly, because the site will be picked by the end of this month. There is an Open House hosted by the county this Tuesday, and more to come.     South Salt Lake is a compassionate and kind community—but we know these proposed shelter sites do not serve either the homeless population or our South Salt Lake residents.

    SSL Gateway Enhancements

    Beginning on Monday, February 20th, 3300 South will have landscaping enhancements added to the roadway near the I-15 interchange, as well as an extension to the Mill Creek Trail. The landscape enhancements include the addition of shrubs, drip irrigation, and xeriscaping and will improve the aesthetics to the ramps and stops areas and will complement South Salt Lake City’s area vision for a more safe, clean and beautiful city.

    The project begins on February 20, 2017 and is expected to be completed by the end of May.

    Only the westbound lanes of 3300 South will be affected by construction.

    Mayor Vetoes Ordinance 2016-23

    On October 17, 2016, Mayor Cherie Wood vetoed South Salt Lake ordinance 2016-23. Her statement explaining her veto is below:
     
    1. Late in the morning of the City Council meeting on October 12, 2016, the City Administration and City Council members first received a draft ordinance relating to City hiring and employment practices. Then, the “day-of" ordinance was adopted by the City Council through the unusual process of a rules suspension.
     
    2. Of grave concern to me, a section of the ordinance (as drafted and adopted) violates State law. Specifically, subsection 2.60.100 E of the ordinance requires that appointed employees, who are subordinate to the mayor, publicly disclose personal information. That disclosure requirement violates Utah Code 10-3b-203 (1) (c) which prohibits city councils from publicly or privately giving orders to a subordinate of the mayor. I will not accept or follow illegal ordinances adopted by our City Council. I am also concerned about the privacy of the City's employees. Furthermore, the City Attorney advises me that such disclosure may violate an employee’s or an employee’s spouse’s right of privacy.
     
    3. Next, section 2.60.100 E of the "day-of" ordinance directly conflicts with other provisions of the ordinance. Section E requires disclosure of personal relationships whenever any relative becomes employed by the city. This requirement is in direct conflict with section C, which appears to forbid the hiring of relatives of city officers.
     
    4. Then, the ordinance includes in its scope of affected “city officers” those volunteers (citizens and business leaders) who serve on our boards, committees, and commissions. The City regularly welcomes and includes residents and community stakeholders to participate on City committees, boards, and commissions. The City Council has now required these non-employee volunteers to report and disclose to the City Recorder any relative who works for the City or who “becomes employed by the City.” I anticipate significant resistance from citizens and business owners (who serve on our boards and commissions) when they are asked to disclose the names of their “relatives,” as defined by the City Council.
     
    5. Lastly, the ordinance is unclear regarding which classes of employment are affected by the new prohibition. The City hires seasonal, temporary, part-time, and full-time employees.
     
    6. Frankly, the rushed nature of the ordinance, the illegal nature of at least one section of the ordinance, and the ordinance’s lack of sophistication cause me to veto it.

    Midvale, UT — The Salt Lake County Judicial Nominating Commission has scheduled a meeting on Aug. 31, 2016, to select candidates for vacancies in South Salt Lake, South Jordan, and Midvale City Justice Courts to replace Judge Catherine M. Johnson, Judge Clinton Balmforth and Judge Ronald C. Wolthuis, who will retire effective Jan. 1, 2017. The commission will begin the meeting at 8:15 a.m. at the Midvale City Offices, 7505 South Holden Street, Midvale City.
     
    The early portion of the meeting is scheduled for public comment about issues facing the Utah judiciary and refinements or improvements to the system.     Did you know it takes close to six months to set the City’s budget each year? It is the biggest task our elected officials face, and takes more of their time and attention than any other issue. It takes many meetings to propose important projects and programs, to review and prioritize, and to publicly discuss the final numbers. This process starts in January, shortly after new Council members start and ends when budget is adopted, by law before June 22nd. We are now budgeting for the 2016-17 fiscal year.     NOTICE ABOUT RECENT WATER NOTICES FROM THE STATE OF UTAH TO PROPERTY OWNERS

    Recently, property owners in the Nibley Park area of the City of South Salt Lake received a Notice in the mail from the State of Utah, Department of Natural Resources, Division of Water Rights.  The Notice was signed by Kent L. Jones who is the State Engineer of Utah and administers all water in Utah with the help of his staff at the Division of Water Rights.  This Notice is part of a very longstanding and ongoing court proceeding to determine the ownership of all water rights in the Utah Lake and Jordan River Drainage.

    Only those few property owners who hold a water right, e.g. the right to divert (take water), and put it to beneficial use, need respond to the Notice.  In Utah, as in most western states, individuals, entities and governments can hold the right to use water. These rights were obtained by use prior to the year 1903 and issued by the State since then.

    For example the City of South Salt Lake holds a number of water rights through which is serves culinary water to residents and businesses. Typically, a holder of a water right will have a well or other means to divert water from the natural system, e.g. the underground aquifer, streams, and springs. The State Engineer has done a hydrographic survey of the Harmony Park area to determine water rights in that area.  This survey is available from the Division of Water Rights. Most properties property owners in the City of South Salt Lake do not have a water right, but receive their water from the City or another water provider. 

    Also, water rights are held by mutual irrigation companies which issue shares of stock to their shareholders.  If you have a share of stock in an irrigation company, you do not need to respond to the Notice, but you should notify your company so it, as the holder of a water right, can respond.

    If you have a well, or otherwise believe that you have a right to divert and use water, you do need to respond to the Notice by filling out the STATEMENT OF WATER USERS CLAIM attached to the Notice and filing it with the State Engineer or the Third District Court.  Additional information can be found about water rights, including a data base of water rights searchable by number or owner and the hydrographic survey mentioned above, by visiting the web site of the Division of Water Rights at www.waterrights.utah.gov  Also, the Division of Water Rights has a Public Assistance Section that can be reached at 801-538-7240. Its offices are located at 1594 West Temple, Salt Lake City, Utah. Finally, you may need to retain the services of a competent engineer or attorney to assist you through this legal and technical process.

    New Central Park Projects

    More Fun Coming to Central Park!

    More exciting changes are coming to our community park. This fall, we are adding a basketball court, community garden and lighting to serve you better. In addition, the playground is being relocated to a safer location, and several new walkways are being built. In the spring, trees and turf will be added, and the parking lot will be resurfaced. These projects are based on the Central Park Master Plan, which was drawn up with citizen input. This will help our popular pickleball and basketball programs expand, and will offer new recreation camps and possibly tournaments. Several future projects are planned for the park (awaiting funding), including a park restroom, a pavilion, and a walking path.  Thank you to the Larry H. Miller Foundation for helping fund the basketball courts, and to the Community Development Block Grants (federal funding) for funding the lighting and walkways.

    WE appreciate your patience during construction. For your safety, stay out of the fenced off area. The park and playground are expected to re-open in November.

    Mayor Cherie Wood addressed the final Homeless Site Selection Committee today, but was not asked to do so until after their final vote to place the facility in South Salt Lake. Her remarks are below:

    Mayor Wood’s Remarks to the Homeless Site Selection Committee April 10, 2017

    As Mayor of South Salt Lake – a city with the highest refugee population in the state and several facilities for homeless and struggling populations -- we understand the homeless crisis is an important issue that requires a compassionate solution.

    But this is our last plea -- to make sure you understand the irreversible impacts this homeless shelter could have in South Salt Lake. 

    On Friday, March 31, we were informed that Mayor McAdams had chosen the 3380 South 1000 West site as the preferred site for the shelter.  That evening nearly 200 South Salt Lake residents gathered for a neighborhood meeting to learn more about the issue and to provide input. Residents were kind and respectful.  They talked about the importance of looking out for each other.  But they were also united in their view that South Salt Lake is NOT the right place for this facility.

    I want to share with you some of their concerns:

    1. The proposed location at 3380 South 1000 West sits on the Jordan River Parkway trail – a trail used by moms with strollers, cyclists and kids every day.  It is home for six families who have lived there for decades.  And it is adjacent to our new Riverfront community that is essential to the neighborhood improvement we have been working towards for years. There is also a planned elementary school for the area, which we fear may be taken off the table. In terms of a resource for the homeless community, there are no nearby grocery stores or services, and it is approximately 48 minutes to downtown services via a bus ride and a transfer on TRAX.
    2. The site selection process was too rushed, and we feel, less than fair. Just one month ago, on March 10, we learned that two proposed homeless shelter sites were located in South Salt Lake. A week later, I attended a meeting to discuss the two sites and left with two new potential sites to address. A week later two new sites were proposed by Draper City, only to have them removed from the list due to resident outrage.  Developers and land-owners were being contacted before our city council and staff were notified. While there were several “open houses”, there was only one meeting where public comment was heard.  And a final open house was added at the last minute and changed location twice that day – with minimal public notice. New information seemed to come in every day – a sign to me that given the proper amount of time and attention, a more ideal site could be found.
    3. Finally, as one of the smallest cities in the County, we are already overburdened with regional and county services that our residents are forced to subsidize with our police and fire services, our public utilities and other city services.  These include: two county jails; two  juvenile detention centers; an 84-bed  facility for the chronically homeless; a regional sewer treatment plant; a solid waste transfer facility and many more.

    I’ve said it before and I’ll say it again.  South Salt Lake has all of the facilities that no one wants and none of the County facilities that everyone wants.  No county recreation center.  No nice new parks.  No new libraries.  It is simply not fair.

    South Salt Lake is working hard to improve our City.  We are leveraging transit investment to create mixed-use commercial and residential centers.  We have committed significant resources to neighborhood stabilization, housing opportunities and revitalization.  We have changed our land uses near the Jordan River to promote quality housing and excellent mixed-use neighborhoods.  And we have allocated resources and time to after-school programs that are seeing remarkable results.  We are not willing to hinder the success that we are finally seeing.

    Today, I speak for all South Salt Lake residents, businesses and partners to once again express to you that South Salt Lake is NOT the right choice for a homeless shelter.    We deserve more and the homeless deserve more.

    One final thought about my city. If there is a community that has the compassion and care needed to help solve tough issues, it is South Salt Lake. We are a city on the move and we will not be slowed down; we have worked too hard.

    The Mayor and City Council understand the difficulty of selecting a site for the homeless shelter, but we become more and more discouraged by the process. We have said all along that with sufficient time, we could work with our neighboring cities and suggest sites that might work for all. We would have loved the opportunity that Draper had to first: choose a site they thought was suitable for a particular population; and second, to simply take it off the table. We stand with West Valley Mayor Bigelow in our demand that the County stop its painfully flawed homeless shelter site selection process immediately.

    There was an important announcement made today by Mayor McAdams and Salt Lake County in regards to the homeless shelter site. Two new potential locations have been identified in Draper City and they both look like credible options for the homeless shelter. While a final decision has not been made, this could be good news for the residents of South Salt Lake, West Valley City and the homeless community.
     
    I want you all to know that your voices are truly making a difference. I know that South Salt Lake residents and businesses are empathetic to the plight of the homeless, but we have felt targeted by the fast-moving decision-making process that didn’t give us any control.
     
    In addition, we have been working so hard to change the face of South Salt Lake and the proposed sites were in direct conflict with those plans. By attending the open houses, public meeting and fighting for our city, we may have changed the course of conversation on this issue.
     
    I appreciate Mayor Troy Walker and the City of Draper for coming forward with two potential sites. We have said all along that given the time and opportunity, any City could make a good recommendation for a homeless shelter site. We will continue to stay involved with this process and encourage you all to do the same until a final decision is made.

    Mayor Cherie Wood and the City Council stood side by side at a press conference held prior to the Public Open House at the Utah Cultural Celebration Center last night. Mayor Wood stated:

    We have new information that emphasizes the fact that the homeless site selection process is less than fair, and less than transparent.

    In a meeting to discuss the two South Salt Lake homeless sites with Mayor McAdams yesterday, I was told that TWO MORE South Salt Lake sites are now on the table.  Our city knew nothing about these locations and our residents have not had the opportunity to learn about them through this process.

    To make matters worse, a developer contacted our City this morning and was told that one of the parcels was the “number one” site for the shelter.   His offer to buy the property was being turned down by the property owner who is eager to cut a deal with the County.  Other residents have been calling today to report County staffers taking pictures of the properties and knocking on their doors for information.

    What is the point of public meetings and a site evaluation committee if a site has been chosen behind closed doors??

    We are forced to vehemently oppose a homeless shelter in our small community for three reasons:

    As one of the smallest cities in the County, we are already overburdened with regional and county services that our residents are forced to subsidize.  These include:

    • Two county jails
    • Two  juvenile detention centers
    • An 88-bed  facility for the chronically  homeless
    • A  regional sewer treatment plant
    • A solid waste transfer facility

    South Salt Lake has all of the facilities that no one wants and none of the County facilities that everyone wants.  No county recreation center.  No nice new parks.  No new libraries.  It is simply not fair.

    What’s more, our revenue streams have been reduced. A significant portion of our sales tax was taken away by the state legislature.  By placing a homeless facility here, the state is further reducing our potential revenue streams. The facilities I just mentioned, do not pay property tax but require our services. Our residents will be forced to further subsidize these State and County facilities with nothing in return.

    Lastly, there is NO guarantee that this model for a homeless shelter will work.  We have no confidence that a new location will solve this problem.  As our West Valley neighbors have pointed out, the timeline is too rushed, the process not transparent enough and there is NO funding arrangement in place to offset the area impacts.

    We cannot fight the fight that a bigger city with five or 10 times the resources can fight.  We are a small city.  But we stand together - proudly and defiantly to say that we can no longer be the City that gets all of the unwanted government facilities.  We deserve more.  And we will fight to get more.

    Letter from Mayor Wood re: Potential Homeless Sites

    Dear South Salt Lake Residents and Friends,

    I am as dismayed as you are to hear that Salt Lake County was considering our South Salt Lake community as the future home of a 300-bed homeless shelter—all part of the plan to replace the Rio Grande neighborhood shelter in Salt Lake City. While we all know that there needs to be a compassionate and effective solution put into place for homeless individuals throughout the Salt Lake Valley, I am steadfast in the belief that South Salt Lake is not the best fit for a new shelter.

    Despite being the second smallest city in the county, we bear the social responsibility of several other residential resources for homeless residents—Grace Mary Manor, Christmas Box House and the Salt Lake County Homeless Youth Walk-In Center are all located within our boundaries.  In addition to providing these important resources within city boundaries, South Salt Lake is also the home to two Salt Lake County detention centers—Oxbow Jail and Metro Jail—and the Salt Lake County Division of Youth Services and the Juvenile Justice Center.

    We are proud to carry our fair share of the civic responsibility load, but it's important to note that none of the above sites are subject to property taxes, yet they do depend on our public services—and South Salt Lake already has a much smaller tax base than West Valley City, which is the only other city in the county to host proposed sites. To put it simply: South Salt Lake does not have the resources to support the wide range of services required for such a large shelter.

    Finally, and most importantly, I do not believe that these proposed sites are in the best interest of the South Salt Lake community. The proposed Main Street site is only a few blocks from an elementary school, a junior high school, Head Start and a South Salt Lake Community Center that hosts an after school program. While the proposed 3300 South site is located farther away from schools, I believe it is too far away from grocery stores, accessible transit, jobs, healthcare and other resources to be beneficial for residents of the shelter. It is, however, located two blocks from the County Metro Jail, making the possibility of an uptick of criminal activity very likely.

    I am eager to be included in any discussion with Salt Lake County Ben McAdams and others about the best way to serve Salt Lake County's homeless population—but I will never support a shelter in South Salt Lake for the reasons outlined above.  I want you to know that I have heard you, South Salt Lake, as you have called my office to express your feelings about this new shelter proposal and the now-abandoned Sugarhouse site.

    I need your help. Salt Lake County is accepting public input on these shelters, and it's essential that South Salt Lake residents stand up to be heard—and quickly, because the site will be picked by the end of this month. There is an Open House hosted by the county this Tuesday, and more to come.     SSL Gateway Enhancements

    Beginning on Monday, February 20th, 3300 South will have landscaping enhancements added to the roadway near the I-15 interchange, as well as an extension to the Mill Creek Trail. The landscape enhancements include the addition of shrubs, drip irrigation, and xeriscaping and will improve the aesthetics to the ramps and stops areas and will complement South Salt Lake City’s area vision for a more safe, clean and beautiful city.

    The project begins on February 20, 2017 and is expected to be completed by the end of May.

    Only the westbound lanes of 3300 South will be affected by construction.

Late in the morning of the City Council meeting on October 12, 2016, the City Administration and City Council members first received a draft ordinance relating to City hiring and employment practices. Then, the “day-of" ordinance was adopted by the City Council through the unusual process of a rules suspension.
     
    2. Of grave concern to me, a section of the ordinance (as drafted and adopted) violates State law. Specifically, subsection 2.60.100 E of the ordinance requires that appointed employees, who are subordinate to the mayor, publicly disclose personal information. That disclosure requirement violates Utah Code 10-3b-203 (1) (c) which prohibits city councils from publicly or privately giving orders to a subordinate of the mayor. I will not accept or follow illegal ordinances adopted by our City Council. I am also concerned about the privacy of the City's employees. Furthermore, the City Attorney advises me that such disclosure may violate an employee’s or an employee’s spouse’s right of privacy.
     
    3. Next, section 2.60.100 E of the "day-of" ordinance directly conflicts with other provisions of the ordinance. Section E requires disclosure of personal relationships whenever any relative becomes employed by the city. This requirement is in direct conflict with section C, which appears to forbid the hiring of relatives of city officers.
     
    4. Then, the ordinance includes in its scope of affected “city officers” those volunteers (citizens and business leaders) who serve on our boards, committees, and commissions. The City regularly welcomes and includes residents and community stakeholders to participate on City committees, boards, and commissions. The City Council has now required these non-employee volunteers to report and disclose to the City Recorder any relative who works for the City or who “becomes employed by the City.” I anticipate significant resistance from citizens and business owners (who serve on our boards and commissions) when they are asked to disclose the names of their “relatives,” as defined by the City Council.
     
    5. Lastly, the ordinance is unclear regarding which classes of employment are affected by the new prohibition. The City hires seasonal, temporary, part-time, and full-time employees.
     
    6. Frankly, the rushed nature of the ordinance, the illegal nature of at least one section of the ordinance, and the ordinance’s lack of sophistication cause me to veto it.

    JUSTICE COURT JUDGE SELECTION MEETING PLANNED

    Midvale, UT — The Salt Lake County Judicial Nominating Commission has scheduled a meeting on Aug. 31, 2016, to select candidates for vacancies in South Salt Lake, South Jordan, and Midvale City Justice Courts to replace Judge Catherine M. Johnson, Judge Clinton Balmforth and Judge Ronald C. Wolthuis, who will retire effective Jan. 1, 2017. The commission will begin the meeting at 8:15 a.m. at the Midvale City Offices, 7505 South Holden Street, Midvale City.
     
    The early portion of the meeting is scheduled for public comment about issues facing the Utah judiciary and refinements or improvements to the system. Public comments will be accepted from 8:15 a.m. to 8:45 a.m. Following the public hearing, the meeting is closed to allow commission members to select a slate of three to five candidates for the vacancy.

    Did you know it takes close to six months to set the City’s budget each year? It is the biggest task our elected officials face, and takes more of their time and attention than any other issue. It takes many meetings to propose important projects and programs, to review and prioritize, and to publicly discuss the final numbers.     NOTICE ABOUT RECENT WATER NOTICES FROM THE STATE OF UTAH TO PROPERTY OWNERS

    Recently, property owners in the Nibley Park area of the City of South Salt Lake received a Notice in the mail from the State of Utah, Department of Natural Resources, Division of Water Rights.  The Notice was signed by Kent L. Jones who is the State Engineer of Utah and administers all water in Utah with the help of his staff at the Division of Water Rights.  This Notice is part of a very longstanding and ongoing court proceeding to determine the ownership of all water rights in the Utah Lake and Jordan River Drainage.

    Only those few property owners who hold a water right, e.g. the right to divert (take water), and put it to beneficial use, need respond to the Notice.  In Utah, as in most western states, individuals, entities and governments can hold the right to use water. These rights were obtained by use prior to the year 1903 and issued by the State since then.

    For example the City of South Salt Lake holds a number of water rights through which is serves culinary water to residents and businesses. Typically, a holder of a water right will have a well or other means to divert water from the natural system, e.g. the underground aquifer, streams, and springs. The State Engineer has done a hydrographic survey of the Harmony Park area to determine water rights in that area.  This survey is available from the Division of Water Rights. Most properties property owners in the City of South Salt Lake do not have a water right, but receive their water from the City or another water provider. 

    Also, water rights are held by mutual irrigation companies which issue shares of stock to their shareholders.  If you have a share of stock in an irrigation company, you do not need to respond to the Notice, but you should notify your company so it, as the holder of a water right, can respond.

    If you have a well, or otherwise believe that you have a right to divert and use water, you do need to respond to the Notice by filling out the STATEMENT OF WATER USERS CLAIM attached to the Notice and filing it with the State Engineer or the Third District Court.  Additional information can be found about water rights, including a data base of water rights searchable by number or owner and the hydrographic survey mentioned above, by visiting the web site of the Division of Water Rights at www.waterrights.utah.gov  Also, the Division of Water Rights has a Public Assistance Section that can be reached at 801-538-7240. Its offices are located at 1594 West Temple, Salt Lake City, Utah. Finally, you may need to retain the services of a competent engineer or attorney to assist you through this legal and technical process.

    New Central Park Projects

    More Fun Coming to Central Park!

    More exciting changes are coming to our community park. This fall, we are adding a basketball court, community garden and lighting to serve you better. In addition, the playground is being relocated to a safer location, and several new walkways are being built. In the spring, trees and turf will be added, and the parking lot will be resurfaced. These projects are based on the Central Park Master Plan, which was drawn up with citizen input. This will help our popular pickleball and basketball programs expand, and will offer new recreation camps and possibly tournaments. Several future projects are planned for the park (awaiting funding), including a park restroom, a pavilion, and a walking path.  Thank you to the Larry H. Miller Foundation for helping fund the basketball courts, and to the Community Development Block Grants (federal funding) for funding the lighting and walkways.

    WE appreciate your patience during construction. For your safety, stay out of the fenced off area. The park and playground are expected to re-open in November.
